Introduction of food labeling regulations in Korea and the Eurasian Economic Union

 

2.Korea

Korea implemented the Act On Labeling And Advertising Of Foods in 2019, which integrated the labeling and advertising-related regulations previously scattered in several regulations and standards such as the Food Sanitation Act and the Labeling Standards of Foods, Etc. and provides general regulations on labeling standards, advertising standards, and prohibited labeling or advertising practices from a legislative perspective. Labeling Standards of Foods, Etc. belongs to the subordinate regulations of the Act On Labeling And Advertising Of Food, specifying the general labeling requirements for food, nutrition labeling specific labeling requirements, and special labeling requirements for various products.

Act On Labeling And Advertising Of Food states that food products must be labeled with the product name, net content and ingredient name, name and location of the place of business, warnings for consumer safety, date of manufacture, Expiration date(Korean is 유통기한 )or period of Shelf life, and other necessary matters prescribed by Ordinance of the Prime Minister to provide consumers with information. In August 2021, Korea amended its food labeling regulations to change the term "expiration date" to "Use by date"(Korean is 소비기한), and from January 1, 2023, most foods sold in Korea will be labeled with the "Use by date".

3.Eurasian Economic Union

The Eurasian Economic Union (established on January 1, 2015, formerly known as the Customs Union), whose member states include Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia. At the Union level, according to the provisions of the Treaty on the Eurasian Economic Union, the products of the member states must comply with the Union's veterinary sanitary and phytosanitary requirements and should comply with the corresponding general and special technical regulations.

TR CU 022/2011 "Food Labeling" technical regulation is the basis for member states to regulate the management requirements of labeling. The regulations provide for the definition of labeling, labeling items, nutrition labeling, allergens, genetically modified, and claiming labeling regulations. In addition, different types of food in addition to meeting the general requirements of food labeling, but also need to follow the specific labeling requirements of the technical regulations of specific food categories.

TR CU 022/2011 "Food Labeling" requires food labels to show the following: name of the food, name and address of the manufacturer, list of ingredients (except for exempted products), net content, instructions for use, shelf life, date of manufacture, storage conditions, list of nutrients, allergenic ingredients, and the Eurasian Economic Union market mark for uniform distribution of products (EAC).
