On 7 September 2022, the Netherlands Food and Consumer Product Safety Authority issued requirements for phytosanitary certificates for imports, effective from the date of publication. Each imported phytosanitary certificate must meet the following requirements:
(1) Originals (copies are allowed and certified as originals), not photocopies, e-mails or faxes, and copies are listed only after being certified, stamped by the National Plant Protection Organization and signed by the visa officer;
(2) Written in one of the official languages of the European Union
(3) Shall not be deleted or changed without authentication;
(4) Complete with capital letters or typescript (except the entry points);
(5) Indicate the plant name of the product;
(6) Indicate the quantity and type of products;
(7) The attached attachments must be named and certified;
(8) The quantity described is consistent with the actual contents (except: the number in the goods may be lower than the number on the certificate, but never higher);
(9) Correctly state any required credit;
(10) Has the same text as the Dutch certificate model 1/FAO model;
(11) Send the certificate to the phytosanitary authority of the European Union. If the name, place and country are not specified in the certificate, then above information must be stated in the address of the recipient (shipper), which must be located in the European Union;
(12) If the goods are from the United States, a "Federal certificate" rather than a "national certificate" is required;
(13) Certificate should be issued not later than 14 days before the date of departure of the goods from the exporting country.
