On February 2, 2024, the U.S. Department of State issued a declaration requirement for shrimp exporters/importers, with a comment period of 30 days after publication in the Federal Register.
Shrimp and shrimp products shall be imported with Form DS-2031, which prohibits the importation into the United States of shrimp caught in a manner harmful to sea turtles, involving exporters of shrimp and shrimp products to the United States and government officials of countries that export shrimp and shrimp products to the United States. importers must present Form DS-2031 at U.S. ports, and Form DS-2031 should be retained for three years after entry, during which time Form DS-2031 should be provided to U.S. Customs and Border Protection or the Department of State. Form DS-2031 is completed by exporters, importers and, under certain conditions, government officials of shrimp fishing countries. Shrimp and shrimp products imported into the United States should be accompanied by Form DS-2031 and will be provided to U.S. Customs and Border Protection at the time of entry and for three years after entry.
