EU amendments Regulations on geographical indication of wine, spirits and agricultural products and agricultural product quality scheme


On June 7, the European Commission issued the proposed regulation of the European Parliament and the Council of the European Union on the Geographical indication of wine, spirits and the Agricultural product Quality Scheme, amending (EU) Regulation 1308/2013, (EU) Regulation 2017/1001 and (EU) Regulation 2019/787, and repealed (EU) Regulation 1151/2012 (final version COM/ 2022/134).  The main objectives of the proposal include:  
 
(1) The establishment of a unified, detailed system of geographical indication system to protect the names of wines, spirits and agricultural products that have characteristics, attributes or reputations associated with their origin, thereby helping to improve the EU agriculture in the aspects of economic, environmental and social value of the social demand for the sustainable food production measures, and strengthen the existing geographical indication (GI) system;  
 
(2) Improve consumer information so that consumers can obtain reliable information and guarantee the authenticity of such products, and be able to identify them at any time in the market, including e-commerce market;  
 
(3) To make the registration system of geographical indications more efficient;  
 
(4) Achieving effective enforcement and marketing in the EU and e-commerce to ensure the integrity of the internal market;  
 
(5) Develop a traditional professional programme to ensure the protection of traditional production methods and recipes by helping producers of traditional products to market and inform consumers about the value-added features of their traditional recipes and products;  
 
(6) Develop an optional quality clause scheme to facilitate communication among producers on the value-added characteristics or attributes of agricultural products in the internal market.  Consumer information, labels;  Fraudulent conduct prevention and consumer protection;  Quality requirements.  
 
The proposal is expected to be approved by the end of 2023.
