SPUTNIK, October 8 - The Belarusian government has decided to introduce a licensing system for the export of a number of grain varieties for another six months, and the relevant document has been published on the country's legal website.
According to the document, “On the basis of one-time licenses issued by the Ministry of Antimonopoly Regulation and Trade in coordination with the oblast executive committees and the Minsk City Executive Committee, goods listed in the annex originating in the territory of the Republic of Belarus are exported to the countries of the Eurasian Economic Union (EAEU) outside the territory of the Republic of Belarus; and, when the goods are transshipped under the customs procedure of exportation, Belarus exports them to the countries of the EAEU outside the EAEU's customs zone. non-Eurasian Economic Union member states.”
The Annex includes 18 codes of the Eurasian Economic Union Unified Commodity List for Foreign Economic Activity, including wheat, rye, barley, oats, maize, buckwheat, millet, small rye, rapeseed, sunflower, etc., and other grain varieties.
The document sets out the procedure for applicants to obtain a one-time license. For example, the refusal to authorize the export of goods is based on the need to meet the needs of the domestic market for the goods declared for export, as well as information that the person concerned is not the producer of the goods.
The decision does not apply to the provision of international humanitarian assistance, as well as to cases of transit transportation of goods that begin and end outside Belarus.
The decision came into force on October 14 and is valid for six months.
Belarus had taken a similar decision in April. Belarus took similar measures last year.
