South Korea amends Customs Act to exempt some vegetables from import tariffs

On October 28, 2024, the National Legal Information Center of Korea (NLIC) issued a regulation amending the application of quota tariffs under Article 71 of the Customs Act, effective October 29, 2024, which allows the imposition of quota tariffs at a tariff rate lower than the basic rate if it is necessary to promote imports in order to smooth the supply of commodities or to strengthen the competitiveness of the industry, or to stabilize the domestic price, for example, by importing commodities whose prices have spiked. The main elements are as follows:

  

(1) The amended provisions of Schedule 17 apply to goods declared for import between October 29, 2024 and December 31, 2024, for the following products: turnips, beet, lemongrass, celery, carrots, and other similar edible roots (fresh or frozen only), with a tariff rate of zero for import quantities of up to 18,000 tons;

  

(2) The amended provisions of Schedule 18 shall apply to goods declared for import between November 1, 2024 and December 31, 2024 for the following products: cabbage, cauliflower, kohlrabi, kale and other similar edible roots of the genus Brassica juncea (fresh or frozen only); turnips, beet, lemongrass, celery, carrots, and other similar edible roots (fresh or frozen only). The import duty rate is 0 and there are no quantity restrictions.
