Japan seeks comments on partial revision of food labeling standards

On December 24, 2024, the Consumer Affairs Agency of Japan issued a public notice seeking comments until January 28, 2025 on a partial revision of the Food Labeling Standard. The main proposed revisions are:

  

(1) Deletion of the provision that exempts additives for the purpose of nutritional fortification from labeling;

  

(2) Revision of "Standard values for labeling of nutrients, etc.";

  

(3) Revision of the labeling requirements for individual categories of food. The proposed amendments will be implemented in three stages as follows:

Stage 1: The overall implementation date will be April 1, 2025, but the amendments to items "prepared frozen foods" in Schedules 3, 4, 19, 20, and 22 will be implemented on April 1, 2026;

Stage 2: a transition period of 5 years will be allowed for the amendments in (1) and (3) above;

Stage 3: a transition period of 3 years will be allowed for some of the amendments in (2).
