On 22 November 2022, the Philippine Food and Drug Administration revised the Guidelines for Ethylene Oxide Residues in Pre-Packaged Foods and Ingredients. The comment period ends on 8 December 2022. The major revisions are as follows:
(1) Processed prepackaged foods shall not use ethylene oxide. Ethylene oxide is used in the primary or post-harvest stage of raw materials/ingredients. The residual amount of ethylene oxide in raw materials shall not exceed 0.1mg/kg, products with exceeding amount shall be considered as adulteration
(2) For any other ingredients that may be known or determined to contain ethylene oxide residues, a certificate of analysis within the last 12 months, a finished product issued by an officially accredited laboratory such as the Philippine Food and Drug Administration should be submitted to reflect the level of ethylene oxide residues, the reference method of analysis and the method of testing limited to the analysis of ethylene oxide;
(3) Finished products that have been manufactured using materials containing ethylene oxide may be submitted for certification of relevant tests to ensure that the finished products do not contain excessive ethylene oxide residues..
