Panama issues additional requirements for the issuance of phytosanitary certificates


On 24 November 2022, Panama issued the G/SPS/N/PAN/72/Add.2 Notification, which issued supplementary requirements for the issuance of phytosanitary certificates.

The main contents include:


(1) Supplementary requirements for Phytosanitary certificates. To prevent trade disruptions, Panama informed its trading partners that it will continue to generate and transmit phytosanitary certificates using the General System (GeNS) of the ePhyto Solution of the International Plant Protection Convention (IPPC). For those countries where electronic transmission to phytosanitary certificates has not been formally established or is not connected to the ePhyto centre, Panama will use the IPPC ePhyto GeNS system to issue paper phytosanitary certificates, which are presented to the National Plant Protection Organization (NPPO) of the importing country at the point of entry by the interested party. Since the gradual migration from manual systems to GeNS took longer than expected, the paper certificate format will take effect during 2023;
