On December 22, 2022, Singapore issued notification G/SPS/N/SGP/81 through the WTO, and the Singapore Food Agency (SFA) announced a new pre-import control measure, a voluntary plan for infant cereal products.
According to the content of the notification, if importers meet the import conditions of the voluntary plan, they can register their suppliers with SFA, and can be exempted from the current import control measures to conduct aflatoxin B1 testing for each batch of goods. For importers who are unwilling to participate in the voluntary scheme, the existing pre-import control measures will still apply.
In Singapore's current import control regulations, cereal products for infants and young children are regulated for high-risk products. The control requirements include that the relevant production enterprises need to be properly supervised by the food authority of the exporting country or region or have a quality assurance plan acceptable to SFA, and documentation is required to demonstrate that the imported product was produced under hygienic conditions in a regulated establishment.
