EU revised food contact plastic regulations

On July 12, 2023, the European Union published Commission Regulation (EU) 2023/1442, amending Regulation No. 10/2011 on food contact plastics. The specific content is as follows:


-Clarify the failure of food contact materials (FCM) No. 96 (untreated wood powder and fiber) and No. 121 (salicylic acid);


-Replacing nine FCM substance numbers, including new specifications for DBP, BBP, DEHP and DINP (FCM numbers 157, 159, 283 and 728);


-Add five new entries (FCM substance numbers 1078 and 1080-1083);


-Replaced three entries in substance group restrictions, including consideration of DIBP in group 32 restrictions;


-Added three new substance group restriction entries, including Group 36 restriction, where the sum of four phthalates (DBP, DIBP, BBP and DEHP) is expressed as DEHP equivalent using the defined formula.


Several changes of DBP, BBP, DEHP and DINP are: the migration limit of DBP is reduced from 0.3mg/kg to 0.12mg/kg; the migration limit of BBP is reduced from 30mg/kg to 6mg/kg; the migration limit of DEHP is reduced from 1.5mg/kg to 0.6mg/kg; or 1085) in combination.


The amendment will take effect on August 1, 2023.
