On January 3, 2024, Health Canada released Consultation document PRO2024-01, which proposes to modernize Canada's pesticide Regulatory Program by developing ongoing surveillance measures for pesticides. The feedback period ends March 3, 2024. The main contents are as follows:

(1) The implementation of the continuous surveillance policy will shift Health Canada's Pest Management Regulatory Agency (PMRA) pesticide program from a point-in-time model (originally reevaluated every 15 years) to a continuous life cycle model;

(b) The ongoing and systematic collection and review of scientific information related to pesticides in Canada, including the collection of scientific literature and indigenous knowledge;

(c) Establish a national water monitoring program for pesticides, where the PMRA will determine whether a special review is warranted if levels of pesticides found in the Canadian environment exceed reference values that may pose a risk to aquatic life and human health;

Update existing methods to validate individual source product chemical information for industrial-grade active ingredients in order to prevent changes in manufacturing processes or specifications of active ingredients that may affect health or environmental risk assessments, separate from reassessments.
