US seeks comment on rules to implement Federal Milk Import Act

On March 20, 2024, according to the U.S. Federal Register, the U.S. Food and Drug Administration (FDA) issued Notice 2024-06028 to seek comments on the implementation rules of the Federal Milk import Act. The main contents include:

 

(1) only an importer with a valid milk import license may import milk or cream into the United States;

 

(2) All imported milk and cream must be sourced from cows that have been inspected by veterinarians and confirmed to be in good health;

 

(3) The cows from which raw milk or cream is imported must pass the tuberculin test;

 

(4) Dairy farms and processing plants that import milk or cream must undergo official inspections and confirm that they meet hygiene requirements;

 

(5) The microbiological hygiene of imported milk or cream shall meet the requirements of the United States, and the temperature of the product at the time of import shall not exceed 50°F (i.e. 10°C);

 

(6) Dairy farmers and processing plants that produce imported milk and cream should keep product pasteurization records, and the packaging containers of imported products should be labeled, indicating the type of product, the license number, and the name and address of the shipper.

 

The notice was published in the Federal Register on March 21, 2023, following a 60-day comment period.
