The General Office of the State Council issued the “Implementation Opinions on Supporting the Transfer of Exported Products to Domestic Sales”

 
On June 22nd, the General Office of the State Council issued the “Implementation Opinions on Supporting the Transfer of Exported Products to Domestic Sales”. The specific contents include giving full play to the main role of enterprises, adhering to market-oriented operation, encouraging foreign trade enterprises to expand sales channels, and promoting the upgrading of domestic consumption.



The “Implementation Opinions” mainly include the following:

1. Support export products to enter the domestic market.

Before the end of 2020, for the export products produced according to the standards of the export destination country and the relevant standard technical indicators that meet the requirements of Chinese mandatory standards, due to the impact of the COVID-19, companies are allowed to make relevant written commitments through self-conformity declaration to transfer to domestic sales. Products with special provisions in laws and regulations need to comply with their provisions. The laws and regulations otherwise stipulate. Foreign trade enterprises shall be responsible for the consistency of the labels and signs in Chinese and foreign languages affixed to products for export-to-domestic sales. If the export-to-domestic product involves compulsory product certification (CCC certification), it shall obtain a compulsory product certification in accordance with law.

2. Multi-channel support for domestic sales.

Encourage foreign trade companies to connect to e-commerce platforms and set up special zones for foreign trade products based on various online shopping festivals.

3. Increase support.

For processing trade enterprises that meet the conditions and can go through the domestic sales taxation procedures, they can declare within 15 days after the end of the quarter. Moreover, all types of financial institutions are encouraged to provide financial support for the export-to- domestic sales and diversified insurance services will also be provided. Special funds for foreign trade development will be make full use.

4. Strengthen the organization and implementation.

Local governments and relevant departments should attach great importance to supporting the conversion of export-to-domestic sales. All localities should issue targeted supporting measures in accordance with the actual situation in the region. the media should be organized to focus on publicity and reporting for creating a good environment to support the conversion of export-to-domestic sales, guiding the expansion of the domestic market space, and promote fair competition.



国务院办公厅关于支持出口产品转内销的实施意见

        6月22日,国务院办公厅发布《关于支持出口产品转内销的实施意见》,具体内容包括发挥企业主体作用,坚持市场化运作,鼓励外贸企业拓展销售渠道,促进国内消费提质升级等。

        《实施意见》主要包括以下内容:
        1. 支持出口产品进入国内市场。
        在2020年底前,对依据出口目的国标准生产且相关标准技术指标达到我国强制性标准要求的出口产品,因疫情影响转内销的,允许企业作出相关书面承诺,通过自我符合性声明的方式进行销售,法律法规另有规定的从其规定。外贸企业要对出口转内销产品加贴的中文和外文标签、标识的一致性负责。出口转内销产品涉及强制性产品认证(CCC认证)的,应当依法获得强制性产品认证证书。
        2. 多渠道支持转内销。
        鼓励外贸企业对接电商平台,依托各类网上购物节,设置外贸产品专区。
         3. 加大支持力度。
        对符合条件可集中办理内销征税手续的加工贸易企业,在不超过手(账)册有效期或核销截止日期的前提下,由每月15日前申报,调整为最迟可在季度结束后15天内申报。鼓励各类金融机构对出口产品转内销提供金融支持。提供多元化的保险服务。用足用好外经贸发展专项资金。
        4. 加强组织实施。
        地方人民政府、各有关部门要高度重视支持出口产品转内销工作。各地方要根据本地区实际出台针对性配套措施,组织引导媒体集中开展宣传报道,营造支持出口产品转内销的良好环境,引导拓展国内市场空间,促进公平竞争。
