On August 10th, the General Administration of Customs issued the "Announcement on Revising the Two-way Trade Inspection and Quarantine Requirements for Sino-Russian Dairy Products" (General Administration of Customs Announcement No. 89 of 2020). The editor will take everyone to understand the two-way trade inspection and quarantine requirements of China-Russia dairy products.

01. What is meant by "two-way" in the announcement?

The two-way mentioned in the announcement refers to the inspection and quarantine and food safety supervision requirements that both China and Russia need to comply with. The announcement not only made requirements for Russian dairy products exported to China, but also guaranteed Chinese dairy products exported to Russia.

02. What is meant by "dairy" in the announcement?

The dairy products mentioned in the announcement refer to foods processed with milk produced by dairy animals such as cows and sheep as the main raw material, including pasteurized milk, sterilized milk, modified milk, milk powder, fermented milk, condensed milk, Butter, cream, cheese, curd, ice cream, casein, whey and whey powder, lactalbumin, etc.

03. Do I need to apply for the Entry Animal and Plant Quarantine Permit for dairy products exported to China?

According to the "List of Inspection and Approval of Entry Animal and Plant Quarantine" and the "Administrative Measures for Inspection and Quarantine of imported and Exported Dairy Products”, imports of Russian pasteurized milk and The modified milk produced by the pasteurization process shall undergo quarantine approval in advance and obtain the "Entry Animal and Plant Quarantine License" before being imported.

04. What are the requirements of the production and processing enterprises that export dairy products for both parties?

Chinese dairy production enterprises exported to Russia shall be approved by the Russian Federal Veterinary and Phytosanitary Supervision Agency and publish the list of enterprises on its website

Russian dairy producers exporting to China should be registered with the General Administration of Customs of the People's Republic of China and the list of companies should be published on the website of the General Administration of Customs.

In a nutshell, both parties have registration requirements for imported dairy companies, and they can only import their products after obtaining approval.

05. What are the requirements for dairy animals that provide raw milk for both exporting dairy products?

One is that dairy animals should come from farms under the supervision of the Chinese competent authority or the Russian Federal State Veterinary Administration.

Second, in accordance with the "List of Entry Animal Quarantine Diseases of the People's Republic of China" and the "OIE Terrestrial Animal Health Code", It is required for the control of Class I and Class II infectious diseases on farms raising dairy animals such as cows and sheep, and for the health of dairy animals.

06. What are the requirements for a two-way trade dairy product certificate?

Chinese dairy products exported to Russia should be accompanied by a veterinary health certificate issued by the Chinese customs department.

Russian dairy products exported to China should be accompanied by a veterinary health certificate issued by the veterinary department of the Russian Federation.

07. What are the food safety requirements for two-way trade dairy products?

Dairy products exported to China should comply with Chinese laws and administrative regulations and China national food safety standards.

Dairy products exported to Russia shall comply with the relevant laws and regulations of Russia and the Eurasian Economic Union.

08. What are the requirements for the packaging and transportation of two-way trade dairy products?

The outer packaging of dairy products must be packaged with brand new materials that meet international standards. Use Chinese, Russian and English to indicate the specifications, place of origin (specific to the state/province/city), destination, product name, weight, manufacturer name, registration number, production batch number, storage conditions, production date and shelf life.

The inner packaging of dairy products must comply with the relevant regulations of China, Russia and the Eurasian Economic Union. The label should indicate the country of origin, product name, company registration number, manufacturer name, address and contact information, production date and shelf life, and production batch number.

The whole process of storage and transportation of dairy products shall comply with hygienic conditions to prevent contamination by toxic and harmful substances. After the goods are loaded into the container, a seal shall be applied, and the seal number shall be indicated in the veterinary health certificate. Do not open or replace the packaging during transportation.
