GACC | Revising the Inspection and Quarantine Requirements of China-Russia Dairy Products Two-way Trade

 
On August 10, the General Administration of Customs issued the revise version of Notification on Inspection and Quarantine Requirements of China-Russia Dairy Products Two-way Trade, which will take effect as of the date of promulgation.

1. Inspection and quarantine basis. "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine", "Implementation Regulations of the People's Republic of China on Entry and Exit Animal and Plant Quarantine Law", "The import and Export Commodity Inspection Law of the People's Republic of China", "The Implementation Regulations of the import and Export Commodity Inspection Law of the People's Republic of China", "Food Safety Law of the People's Republic of China", "Regulations on the Implementation of the Food Safety Law of the People's Republic of China", "Administrative Measures of import and Export Food Safety", "Administrative Measures for Inspection and Quarantine Supervision of import and Export Dairy Products" and "Protocol of the General Administration of Customs of the People's Republic of China and the Russian Federation Veterinary and Phytosanitary Supervision Bureau on the veterinary and public health conditions for the two-way trade of dairy products between China and Russia".

2. Product allowed to enter. Russian dairy products exported to China refer to foods processed with heat-treated cow's milk or goat's milk as the main raw material. The product details are shown in the attachment.

3. Requirements for production facilities: Chinese dairy production enterprises exported to Russia should be approved by Russian Federation Veterinary and Phytosanitary Supervision Bureau. Russian dairy production enterprises exported to China should be registered by General Administration of Customs of China.

4. Animal quarantine requirements:

Dairy animals that provide raw milk for dairy products exported to China and Russia must meet the following conditions:

a. Quarantine restrictions from foot-and-mouth disease have been lifted from farms for at least 2 months.

b. The farm has not experienced rinderpest, Rift Valley Fever, bovine infectious pleuropneumonia, petiole ruminant disease, smallpox, or scrapie in the past 12 months.

c. The farm has no confirmed cases of anthrax in the past 12 months. For animals vaccinated with live anthrax vaccine, raw milk within 21 days from the date of inoculation shall not be used as raw material to produce dairy products for export.

d. When the raw milk was collected, no clinical symptoms of brucellosis, bovine paratuberculosis, or tuberculosis were found on the farm.

e. The farm is supervised by Chinese competent authority or Russian Federation Veterinary and Phytosanitary Supervision Bureau.

f. The farm and its surrounding areas are not subject to quarantine restrictions due to animal diseases in accordance with the OIE Code and Russia’s official animal health regulations.

5. Quarantine approval requirements. imported Russian pasteurized milk and modified milk produced by pasteurization process should go through quarantine approval in advance and obtain the "Entry Animal and Plant Quarantine Permit".

6. Certificate requirements. Chinese dairy products exported to Russia should be accompanied by a veterinary health certificate issued by the Chinese customs. Russian dairy products exported to China should be accompanied by a veterinary health certificate issued by the Russian government.

7. Food safety requirements. Russian dairy products exported to China should meet China's national food safety standards. Chinese dairy products exported to Russia should meet relevant laws and regulations of Russia and Eurasian Economic Union.

8. Packaging and labeling requirements.

Dairy products traded between China and Russia must be packaged in brand-new materials that meet the relevant international standards. The outer packaging must be marked in Chinese, Russian and English with specifications, origin (specific to the state/province/city), destination, product name, weight, manufacturer name, registration number, Production batch number, storage conditions, production date and shelf life.

The inner packaging must comply with relevant regulations of China, Russia and Eurasian Economic Union, and the label should indicate the country of origin, product name, company registration number, manufacturer name, address and contact information, production date and shelf life, and production batch number.

9. Storage and transportation requirements

The whole process of storage and transportation of dairy products in the two-way trade between China and Russia should meet hygienic conditions to prevent contamination by toxic and harmful substances. After the goods are loaded into the container, a seal shall be applied, and the seal number shall be indicated in the veterinary health certificate. Do not open or replace the packaging during transportation.
