Three new functions have been added to China Import Food Enterprise Registration (CIFER)


On June 2, 2022, CIFER added 3 new functions, namely Notification, Reexamination and Rectification. The screenshot of the latest interface of the system is as shown below.

Here, Foodmate briefly introduces these three new functions according to the operation guidelines issued by CIFER.

1. Notification

This function can provide information for enterprises to query the notification initiated by customs, including notice of “import Suspension”, “import Resumption”, “Revocation” and “Cancellation”(See the screenshot below). Enterprises receiving the notice will affect the registration number of the products involved in the notice in China.

If import is suspended, the corresponding registration number in China will be suspended, and the corresponding goods will not be able to go through customs. The corresponding registration application cannot be changed, extended or cancelled.

If import is resumed, the corresponding registration number in China will be restored to normal, and the corresponding registration application can be changed, extended or cancelled.

Revocation, the corresponding product in China registration number becomes invalid, the enterprise must apply for registration again.

Cancellation, the registration number of the corresponding product in China becomes invalid, and the enterprise must apply for registration again.

2. Rectification

The rectification process can only be initiated by the Chinese Customs, and enterprises are required to cooperate and submit relevant rectification materials. The rectification of enterprise registration is only for one registered number in China under the enterprise name, not for the whole enterprise. If the competent authority and the enterprise fail to complete the rectification within the prescribed time limit, it shall be deemed as failing to pass the rectification.

When the rectification is passed, the Chinese Customs initiates the resumption of import process; Rectification impassable, the Chinese Customs initiated the process of revoking enterprise registration.

3. Reexamination

The reexamination process is initiated by the Chinese Customs, which can be divided into two cases. One requires enterprises to cooperate and submit certain materials to support the reexamination. Another is when the enterprise is reexamined but does not have to submit any materials. The reexamination process of enterprise registration is only for products registered in China under the name of the enterprise, not for the whole enterprise. If the competent authorities and enterprises that need to submit materials fail to complete the process within the prescribed time limit, they shall be deemed to have failed the reexamination. The Chinese Customs does not set a time limit for the notice of reexamination which does not require the enterprise to submit materials.

After the reexamination is approved, the Chinese Customs will send the approval receipt to the enterprise and the competent authorities. If not passed, the enterprise and the competent authority are not allowed to modify or delete the original reexamination notice, and the Chinese Customs will initiate the process of cancellation or suspension of import.
