UK revised the entry conditions and requirements for poultry products imported from China

On August 9, 2024, the British Legal Portal news, the United Kingdom published Decree No. 853 of 2024: Withdrawal from the European Union - Windsor framework (Retail Mobility Plan: Plant and Animal Health) (Amendment, etc.) Regulation 2024 deals with the amendment and application of plant and animal health laws, in particular with regard to specific plant and animal products imported from third countries. The amendments relating to the import of poultry meat from China are as follows:

 

(1) Revised British Model Certificate: A revised British Model certificate, specifically GBHC901 Model MPST-CN, is required. This certificate corresponds to the EU model certificate MPST; The certificate contains an animal health certificate section which requires the same provisions as Part II.2 of the EU Model Certificate MPST; The certificate also contains a public health certificate component which requires compliance with the same provisions in the model animal and public health certificates issued by the relevant authorities in accordance with Article 4 (b) of decision 2007/777/EC;

 

(2) Additional requirements for risk mitigation: If a poultry product is subject to risk mitigation in accordance with Article 149 of the Authorisation Regulation (EC) 2020/692, the product must come from a facility in the list of approved facilities in China published by the Commission from time to time;

 

(3) Transitional provisions: within three months of the entry into force of Part 3, Chinese poultry products that comply with the previous provisions will be allowed into the UK. This means that during this transition period, products can be imported in accordance with the previous domestic regulations;

 

(4) Non-applicable provisions: While Article 6 remains in force, certain domestic legal provisions relating to animal and public health conditions do not apply to poultry products imported from China. This includes the provisions of Decision 2007/777/EC relating to the same or equivalent matters.
