EU amended provisions relating to certificates accompanying the entry of certain animals and food of animal origin

According to the Official Journal of the European Union (OJEU), on 29 January, the Commission published Implementing Regulation (EU) 2024/399 amending Annex III to Implementing Regulation (EU) 2020/2235 and Annex II to Implementing Regulation (EU) 2021/403, mainly amending the certificates relating to the entry into the EU of consignments of certain products of animal origin and certain categories of animal template provisions. The main contents include:

 

(1) Annex III to Implementing Regulation (EU) 2020/2235 is amended in accordance with Part 1 of the Annex to this Regulation. It renews the template for the accompanying certificates for meat products of animal origin, such as beef and lamb consignments, and the requirements for the use of terms;

 

(2) Annex II to Implementing Regulation (EU) 2021/403 is amended in accordance with Part 2 of the Annex to this Regulation. Amendments are made to the official veterinary signature and terminology requirements in the certificate of entry into the EU for products of animal origin;

 

(3) For a transitional period until 3 December 2024, for certain consignments of products of animal origin intended for human consumption, the modalities listed in accordance with Chapters 1, 2, 3, 4, 5, 7, 10, 11, 12, 13, 15, 19, 20, 23, 24, 25, 26, 27, 28, 33, 34, 35, 36, 37, 45 and 49 of Annex III may be used in Articles 38, 45 and 49 of Annex III to that Implementing Regulation, as applicable before this Regulation amends Implementing Regulation (EU) 2020/2235, shall continue to be admitted to the Union, provided that the date of issue of those certificates is not later than 3 September 2024

 

(4) For a transitional period until 3 December 2024, for certain categories of consignments of foodstuffs of terrestrial animals, authorisation shall continue to be granted to enter the European Union using certificates issued in accordance with the modalities set out in Chapters 1, 2, 4, 5, 7, 8, 12, 13, 14, 22, 23, 29, 30 and 31 of Annex II to that Implementing Regulation, as applied before the amendment of Implementing Regulation (EU) 2021/403 by this Regulation, provided that those certificates have been issued not later than 3 December 2024 into the European Union, provided that the date of issue of those certificates is not later than 3 September 2024;

 

(5) The Regulation enters into force on the 20th day after its publication in the Official Journal of the European Union. The Regulation applies from 3 September 2024 onwards. The Regulation is binding in its entirety and directly applicable in all Member States.
