On November 30, the General Administration of Customs issued The Measures for The Customs Supervision of "Zero-Tariff" Raw Materials imported into Hainan Free Trade Port (Trial) ",before start the operation over the island, the production imported by Enterprises registered in Hainan Free Trade Port with independent legal person status for personal use, the raw materials in the positive list consumed during the production and processing activities in the "two ends outside" mode or the "two ends outside" mode of service trade, shall be exempted from customs duties and import substitution and consumption tax.

        11月30日，海关总署发布《海南自由贸易港进口“零关税”原辅料海关监管办法（试行）》，在全岛封关运作前，在海南自由贸易港注册登记并具有独立法人资格的企业，进口用于生产自用、以"两头在外"模式进行生产加工活动或以"两头在外"模式进行服务贸易过程中所消耗的正面清单内的原辅料，免征进口关税、进口环节增值税和消费税。
