On June 23, 2022, the Ministry of Primary Industries of New Zealand issued notice No. 51928, proposing to amend the Provisions on the Regulations on food importers’ Registration and Sales Management of imported Food. The main amendments are as follows:
(1) Increased requirements of assessment and confirmation of safety and applicability of imported food into New Zealand, transportation, storage and registered importers of record keeping. Safety and applicability evaluation include the nature of food, use of food, necessary control measures to take before import, entry permits, production enterprise registration, etc.;
(2) Increased the customs clearance and inspection requirements on high risky imported food (dairy products, aquatic products, bivalves and nuts, except beef and its products), including import conditions and customs clearance requirements, required documents for customs clearance (official certificate, manufacturer statement, written evidence, etc.), etc (eg. bivalves imported from China need inspection report accompanied, in which the import detection of saxitoxin <0.8mg/kg, domoic acid <20mg/kg, azaspir acid toxin <0.16mg/kg);
(3) Increased the import requirements of beef and beef products, including application scope (beef and beef products, food contains beef or beef products), import requirements (inspection before/after the slaughter, the factory in line with the GMP and HACCP, satisfaction of the BSE control measures, etc.), required documents for customs clearance (official certificates, written evidence, related documents, etc.).
The draft revision will replace the food notice issued on December 10, 2021, with a feedback period ending on August 23, 2022.
