The Philippines issued guidelines for the issuance of sample-only import licences for pre-packaged processed foods for research and development purposes

On May 7, 2024, the Philippine Food and Drug Authority issued document 2024-004, guidelines on the issuance of "sample only" import licenses for pre-packaged processed foods for research and development purposes, which include:

 

(1) Scope of application: Applicable to all food operators who hold the business license of food producers/importers and distributors and import food samples for research and development purposes. For example, testing unregistered imported processed foods, food trade shows and exhibitions, and for donations, etc.

 

(2) The certificate does not include importing products for "free tasting" during exhibitions/trade shows, testing for the purpose of determining market or consumer acceptability, etc.;

 

(3) The guidelines define terms such as "importer", "import license", "finished product", "pre-packaged", "processed food", etc.;

 

(4) The guidelines specify the materials required for the import of "sample only" food products: the application letter or letter of intent should include the product/brand name and quantity as well as the manufacturer's name and address, a notarized affidavit of commitment, a valid license to operate as a manufacturer/importer or distributor, etc.;

 

(5) The three procedures for applying for an import license are explained.
